Kopa is from the set of books titled The Lion King: Six New Adventures, the son of Simba and Nala, but he didn't appear in The Lion King II: Simba's Pride. Disney has confirmed that Kopa never existed in the movies, that the cub seen at the end of the first Lion King film is not Kopa: they called it "Fluffy" and didn't give it a gender. Then the sequel film's makers decided it to be a girl and named her Kiara. They even used "Fluffy" for baby Kiara in the film's official trailer.
Kopa wasn't written or developed by Disney--especially not by the film makers, which is likely the reason why he wasn't taken into the movie universe.
The first book in the series, 'A Tale of Two Brothers' wherein Kopa first appears, is an original story written by the writer Alex Simmons, who isn't part of The Walt Disney Company. Alex Simmons' personal web site, provides that information. Also Judy Katschke uses Kopa in another book of the series and she too is an outsider childrens' book author.
Kopa is portrayed very much a clone of cub Simba in personality and looks. But he's left much of an empty shell and portrayed at only a certain age, so a reader has a lot of room to improve him if wished.
I think he might have made an interesting brother to Kiara. As they are both very much like Simba in some ways but unlike Kiara, Kopa has an eager eye on the throne.
The only realistic and at all logic way to connect Kopa into the movie universe story is have Kopa born after the sequel's events, because the sequels timeline by Kovu, makes it impossible for Kopa to be the older brother. But even the vision of Kopa being the little brother, is a logic fail because would've been the first born and the rightful next ruler it would've been her shown at the end of the first film and not Kopa. Plus, Kopa's books would need to mention Kiara and Kovu and a reason for why they're suddenly not the heirs to the throne. There is no purely logic way to connect kopa to the movies' storyline because he was never meant to be part of it and thus it doesn't leave room for him.
But if Kopa was Kiara's much younger little brother--born after SP's events--this setting would provide a complex story and relationship. Actually, I think I'd write it so that for some reason Kiara turned her back on the kingdom and left with Kovu, and thus Simba and Nala were left hurt and desperate for new heir before they'd die, and then would come along Kopa to whom--for a time--Kiara was never mentioned. Until at some point the siblings would somehow meet, perhaps being the way lilttle brother Kopa learns about Kiara and ends up being the one healing the family ties.
However, I don't think I'll ever write fanfiction about Kopa combined to the movie universe because the official story without his existence offers more than enough complexity and faschination and depth for my taste.
